From the service manual: The KSP Governor made by Koshida Shoko K.K., is of the mechanical type interlocked with the carburetor. Operated by fly-weight centrifugal force, the governor detects the difference between the actual engine speed and the specified engine speed, and controls the carburetor’s throttle valve to adjust the engine speed to the specified value.

In order to keep the governor in optimum running condition the oil should be changed every 100 hours (as mentioned in the Maintenance Schedule) with .01 gallons (40cc) with the same oil used for the engine (as mentioned in Fluid Capacities). Fill the governor reservoir to the lower level line marked on the dip stick gauge.
